Armed and Stupid?

Okay, there's a lot of talk about gun control and the sub-topic of who should and should not be allowed to be armed.

Obviously convicted criminals, mental patients, and those with restraining orders are on the list.  But what about the stupid?  This could potentially, include half of America based on the last national election.
