The Nut Case at the Navy Yard

So many questions.

This guy had arrest records for gun charges and violence with several police departments.  He was charged by the Navy with insubordination and who knows what else, yet he was still given a Honorable Discharge.

He was being treated by the VA for mental disorders, yet he was able to get a security clearance and obtain employment with a Navy contractor at a sensitive military installation.

Why were all of these negatives overlooked?  I could understand a PC override if he were Muslim, but he's a Buddhist (for Christs sake).  Because he's black?

  2. None of his encounters with police resulted in a conviction.
    No conviction means no record.
    My understanding is he had a General Discharge not an Honorable one.
    The ATF Form 4473 only asks about a Dishonorable Discharge or convictions, either civil or via courts marshals.
    Mental health is addressed only in the matters of being legally adjudicated insane or committed to a mental institution. Neither being the case with the shooter. Seeing a psychiatrist does not come into play.
