CIRONLINE:  When the city of San Leandro, Calif., purchased a license-plate reader for its police department in 2008, computer security consultant Michael Katz-Lacabe asked the city for a record of every time the scanners had photographed his car.

The results shocked him.

The paperback-size device, installed on the outside of police cars, can log thousands of license plates in an eight-hour patrol shift. Katz-Lacabe said it had photographed his two cars on 112 occasions, including one image from 2009 that shows him and his daughters stepping out of his Toyota Prius in their driveway.

That photograph, Katz-Lacabe said, made him “frightened and concerned about the magnitude of police surveillance and data collection.” The single patrol car in San Leandro equipped with a plate reader had logged his car once a week on average, photographing his license plate and documenting the time and location.

At a rapid pace, and mostly hidden from the public, police agencies throughout California have been collecting millions of records on drivers and feeding them to intelligence fusion centers operated by local, state and federal law enforcement.

With heightened concern over secret intelligence operations at the National Security Agency, the localized effort to track drivers highlights the extent to which the government has committed to collecting large amounts of data on people who have done nothing wrong.

A year ago, the Northern California Regional Intelligence Center – one of dozens of law enforcement intelligence-sharing centers set up after the terrorist attacks of Sept. 11, 2001 – signed a $340,000 agreement with the Silicon Valley firm Palantir to construct a database of license-plate records flowing in from police using the devices across 14 counties, documents and interviews show.

The extent of the center’s data collection has never been revealed. Neither has the involvement of Palantir, a Silicon Valley firm with extensive ties to the Pentagon and intelligence agencies. The CIA’s venture capital fund, In-Q-Tel, has invested $2 million in the firm.

The jurisdictions supplying license-plate data to the intelligence center stretch from Monterey County to the Oregon border. According to contract documents, the database will be capable of handling at least 100 million records and be accessible to local and state law enforcement across the region.

Law enforcement agencies throughout Northern California will be able to access the data, as will state and federal authorities.

In the Bay Area, at least 32 government agencies use license-plate readers. The city of Piedmont decided to install them along the border with Oakland, and the Marin County enclave of Tiburon placed plate scanners and cameras on two roads leading into and out of town.

Law enforcement agencies throughout the region also have adopted the technology. Police in Daly City, Milpitas and San Francisco have signed agreements to provide data from plate readers to the Northern California Regional Intelligence Center. A Piedmont document indicates that city is also participating, along with Oakland, Walnut Creek, Alameda and the California Highway Patrol.

Katz-Lacabe said he believes the records of his movements are too revealing for someone who has done nothing wrong. With the technology, he said, “you can tell who your friends are, who you hang out with, where you go to church, whether you’ve been to a political meeting.”

Lt. Randall Brandt of the San Leandro police said, “It’s new technology, we’re learning as we go, but it works 100 times better than driving around looking for license plates with our eyes.”

The intelligence center database will store license-plate records for up to two years, regardless of data retention limits set by local police departments.

Many cities use license-plate readers to enforce parking restrictions or identify motorists who run red lights. Police in New York City have used the readers to catch car thieves and scan parking lots to identify motorists with open warrants.

In California, Long Beach police detectives used scanner data to arrest five people in a 2010 homicide. Plate readers in Tiburon identified celebrity chef Guy Fieri’s yellow Lamborghini in March 2011, which allegedly had been stolen from a San Francisco dealership by a teenager who embarked on a crime spree two years ago and now faces attempted murder charges.

Sid Heal, a retired commander with the Los Angeles County Sheriff’s Department, oversaw the adoption of plate readers in his agency in the mid-2000s. Heal recalled the dramatic uptick the plate readers made in the auto theft unit’s productivity.

“We found 10 stolen vehicles on the first weekend in 2005 with our antitheft teams,” Heal said. “I had a hit within 45 minutes.”

Before, Heal said, police had to call license plates in to a dispatcher and wait to have the car verified as stolen. Plate readers, Heal said, “are lightning fast in comparison” and allow officers to run up to 1,200 plates an hour, as opposed to 20 to 50 plates per day previously.

But Jennifer Lynch, a staff attorney at the Electronic Frontier Foundation, said the Northern California database raises significant privacy concerns. “Because so many people in the Bay Area are mobile, it makes it that much more possible to track people from county to county,” Lynch said.

In May, the Electronic Frontier Foundation, along with the American Civil Liberties Union of Southern California, sued the Los Angeles County Sheriff’s and Los Angeles Police departments for a week of data gathered and retained in a multiagency network. For now, it’s unknown which agency administers the Los Angeles database, how many agencies contribute or have access to the database, how many records the system retains or how long they are kept.

In San Diego, 13 federal and local law enforcement agencies have compiled more than 36 million license-plate scans in a regional database since 2010 with the help of federal homeland security grants. The San Diego Association of Governments maintains the database. Unlike the Northern California database, which retains the data for between one and two years, the San Diego system retains license-plate information indefinitely.

“License-plate data is clearly identifiable to specific individuals,” said Lee Tien, a senior staff attorney at the Electronic Frontier Foundation. “This is like having your barcode tracked.”

Few limits on license-plate data

License-plate readers are not subject to the same legal restrictions as GPS devices that can be used to track an individual's movements. The U.S. Supreme Court ruled unanimously last year that lengthy GPS tracking constitutes a Fourth Amendment search and may require a warrant.

But plate readers might not fall under such rulings if police successfully argue that motorists have no “reasonable expectation of privacy” while driving on public roads.

Then-California state Sen. Joe Simitian, D-Palo Alto, introduced a bill last year that would have required California police to purge license-plate data after 60 days and applied that rule to companies that collect such data. Law enforcement and private businesses involved in the technology resisted, and the bill died.

“Do we really want to maintain a database that tracks personal movements of law-abiding citizens in perpetuity? That’s the fundamental question here,” said Simitian, now a Santa Clara County supervisor. “Larger and larger amounts of data collected over longer periods of time provide a very detailed look at the personal movements of private citizens.”

While some law enforcement agencies, like the California Highway Patrol, have their own data retention guidelines for license-plate scanners, Simitian said there still is no larger policy that protects the privacy of Californians on the road.

“Public safety and privacy protection are not mutually exclusive,” he said. “There's a balance to be struck, and most people understand that.”

Heal, the retired sheriff’s commander, said that absent clear legal limits on license-plate readers, law enforcement agencies will continue to expand their ability to gather such information.

“A lot of the guidance on this technology – the court doctrine – is nonexistent,” Heal said. “Until that guidance comes, law enforcement is in an exploratory mode.”

It's Time To Hunker Down and Mind Our Own Business

Which leads to the larger question; what are our vital interests and where should we involve our selves and how?

I understand the need for power projection as a vital part of self defense and that we have a responsibility to protect our true allies like Israel.  The problem is many so-called allies are not true allies and in many cases, we really have no vital interest in protecting them; surely not to the point of our being drawn into a war.

With the exception of protecting Israel, stopping Iran, and trying to keep Turkey from sliding into the Muslim abyss, the middle east is a lost cause.  It's a foregone conclusion the entire area is going to become a giant Islamic theocratic empire and a mortal enemy of the West.

We have squandered our economic might and will it soon become apparent to the world we are no longer a "super power".  We would be wise to start thinking in terms of defense and stop trying to be the world's police force.  We are already in a huge war which we are not officially fighting, with an enemy we don't recognize.

A Little Personal History

I ran across this video and it brought back some great memories.  I'm not Navajo, but I grew up on the Navajo Reservation.  My parents and grandparents operated trading posts all across the area.  I lived for years in Fort Defiance, AZ, very near Window Rock Arizona, and in Crownpoint, NM and went to high school in Gallup, NM and rode a bus 57 miles each way.

One of my jobs was to stand in the burlap bag (the bags were much bigger than shown here) and stomp the wool down while someone threw the wool in.  Lots of fun having dirty wool and ticks getting in your clothes.

This is a very good depiction of life there in the 1940s, 50s, and 60s.  Horse drawn wagons were still very common then.

Memoirs of a Handyman


I really like the the idea of self-sufficiency and I hate paying someone to do something I can do for myself, so I've had my hands on everything on my property and in my house.

When something goes wrong or needs repair, I do a careful analysis and research the problem and how to go about repairing or restoring it.

I learned a lot by tackling these issues on my own.  I've learned how things are made and how they work and I've come to appreciate the ingenuity of the inventors and skill of the craftsmen and technicians who professionally install and repair these things in and on my house and property.

Now after thinking back over 40 years of being self-sufficient, I've realized that doing it myself probably required twice as much time and cost twice as much money than if I had hiried a professional.

I don't regret a minute or a dime of it!

Oh, I love tools and here's what I have learned about them:

SKIL SAW:
A portable cutting tool used to make boards too short.

BELT SANDER:
An electric sanding tool commonly used to convert minor touch-up jobs into major refinishing jobs.

WIRE WHEEL:
Cleans paint off bolts and then throws them somewhere under the workbench with the speed of light.  Also removes fingerprints and hard-earned calluses from fingers in about the time it takes you to say, 'Oh s#@&*'.

DRILL PRESS:
A tall upright machine useful for suddenly snatching flat metal bar stock out of your hands so that it smacks you in the chest and flings your beer across the room, denting the freshly-painted project which you had carefully set in the corner where nothing could get to it.

CANNEL LOCK PLIERS:
Used to round off bolt heads. Sometimes used in the creation of blood-blisters.

HACKSAW:
One of a family of cutting tools built on the Ouija board principle. It transforms human energy into a crooked, unpredictable motion, and the more you attempt to influence its course, the more dismal your future becomes.

VISE-GRIPS:
Generally used after pliers to completely round off bolt heads. If nothing else is available, they can also be used to transfer intense welding heat to the palm of your hand.

OXYACETYLENE TORCH:
Used almost entirely for igniting various flammable objects in your shop and creating a fire. Also handy for igniting the grease inside the wheel hub out of which you want to remove a bearing race.

TABLE SAW:
A large stationary power tool commonly used to launch wood projectiles for testing wall integrity. Very effective for digit removal !!

HYDRAULIC FLOOR JACK:
Used for lowering an automobile to the ground after you have installed your new brake shoes, trapping the jack handle firmly under the bumper.

BAND SAW:
A large stationary power saw primarily used by most shops to cut large pieces into smaller pieces that more easily fit into the trash after you cut on the inside of the line instead of the outside edge.

TWO-TON ENGINE HOIST:
A tool for testing the maximum tensile strength of all the crap you forgot to disconnect.

PHILLIPS SCREWDRIVER:
Normally used to stab the vacuum seals under lids or for opening old-style paper-and-tin oil cans and splashing oil on your shirt; but can also be used, as the name implies, to strip out Phillips screw heads.

STRAIGHT SCREWDRIVER:
A tool for opening paint cans. Sometimes used to convert common slotted screws into non-removable screws and butchering your palms.

PRY BAR:
A tool used to crumple the metal surrounding that clip or bracket you needed to remove in order to replace a 50 cent part.

PVC PIPE CUTTER:
A tool used to make plastic pipe too short.

HAMMER:
Originally employed as a weapon of war, the hammer nowadays is used as a kind of divining rod to locate the most expensive parts adjacent the object we are trying to hit.

UTILITY KNIFE:
Used to open and slice through the contents of cardboard cartons delivered to your front door. Works particularly well on contents such as seats, vinyl records, liquids in plastic bottles, collector magazines, refund checks, and rubber or plastic parts. Especially useful for slicing work clothes, but only while in use.

Blankety/blank TOOL:
Any handy tool that you grab and throw across the garage while yelling  Blankety/blank  at the top of your lungs. It is also, most often, the next tool that you will need.

A father walks into a restaurant with his young son.  He gives the young boy 3 nickels to play with to keep him occupied.

Suddenly, the boy starts choking and going blue in the face.  The father realises the boy has swallowed the nickels and starts slapping him on the back.  The boy coughs up 2 of the nickels, but keeps choking.
Looking at his son, the father is panicking, shouting for help.

A well dressed, attractive, and serious looking woman, in a blue business suit, is sitting at a coffee bar reading a newspaper and sipping a cup of coffee.  At the sound of the commotion, she looks up, puts her coffee cup down, neatly folds the newspaper, and places it on the counter, gets up from her seat and makes her way, unhurried, across the restaurant.

Muslims Don't Marry Goats

Goats might be relegated to mistress status, if given any formal recognition at all.

But, they do marry first cousins more often than not.

I've marveled been appalled by the irrational behavior of muslims both in the middle east and elsewhere and wondered; is it the religion, or the culture?  I don't think so, there are irrational and insane people in every culture and religion, but it does not affect the majority, so what could it be.

Then I received an email containing the following text, by an anonymous author and it all became clear:


I found this to be interesting--didn't know whether to believe it or not--To research I went to Wikipedia, "Cousin Marriage", and far down in the article "Genetics"--It seems there is a lot of truth here. 

A huge Muslim problem: Inbreeding 

Nikolai Sennels is a Danish psychologist who has done extensive research into a little-known problem in the Muslim world: the disastrous results of Muslim inbreeding brought about by the marriage of first-cousins. 

This practice, which has been prohibited in the Judeo-Christian tradition since the days of Moses, was sanctioned by Muhammad and has been going on now for 50 generations (1,400 years) in the Muslim world. 

This practice of inbreeding will never go away in the Muslim world, since Muhammad is the ultimate example and authority on all matters, including marriage. 

The massive inbreeding in Muslim culture may well have done virtually irreversible damage to the Muslim gene pool, including extensive damage to its intelligence, sanity, and health. 

According to Sennels, close to half of all Muslims in the world are inbred. In Pakistan, the numbers approach 70%. Even in England, more than half of Pakistani immigrants are married to their first cousins, and in Denmark the number of inbred Pakistani immigrants is around 40%. 

The numbers are equally devastating in other important Muslim countries: 67% in Saudi Arabia, 64% in Jordan, and Kuwait, 63% in Sudan, 60% in Iraq, and 54% in the United Arab Emirates and Qatar . 

According to the BBC, this Pakistani, Muslim-inspired inbreeding is thought to explain the probability that a British Pakistani family is more than 13 times as likely to have children with recessive genetic disorders. While Pakistanis are responsible for three percent of the births in the UK , they account for 33% of children with genetic birth defects. 

The risks of what are called autosomal recessive disorders such as cystic fibrosis and spinal muscular atrophy is 18 times higher and the risk of death due to malformations is 10 times higher. 

Other negative consequences of inbreeding include a 100 percent increase in the risk of still births and a 50% increase in the possibility that a child will die during labor. 

Lowered intellectual capacity is another devastating consequence of Muslim marriage patterns. According to Sennels, research shows that children of consanguineous marriages lose 10-16 points off their IQ and that social abilities develop much slower in inbred babies. The risk of having an IQ lower than 70, the official demarcation for being classified as "retarded," increases by an astonishing 400 percent among children of cousin marriages. (Similar effects were seen in the Pharaonic dynasties in ancient Egypt and in the British royal family, where inbreeding was the norm for a significant period of time.) 

In Denmark, non-Western immigrants are more than 300 percent more likely to fail the intelligence test required for entrance into the Danish army. 

Sennels says that "the ability to enjoy and produce knowledge and abstract thinking is simply lower in the Islamic world." He points out that the Arab world translates just 330 books every year, about 20% of what Greece alone does. 

In the last 1,200 years of Islam, just 100,000 books have been translated into Arabic, about what Spain does in a single year. Seven out of 10 Turks have never even read a book. 

Sennels points out the difficulties this creates for Muslims seeking to succeed in the West. "A lower IQ, together with a religion that denounces critical thinking, surely makes it harder for many Muslims to have success in our high-tech knowledge societies." 

Only nine Muslims have ever won the Nobel Prize, and five of those were for the "Peace Prize." According to Nature magazine, Muslim countries produce just 10 percent of the world average when it comes to scientific research measured by articles per million inhabitants. 

In Denmark, Sennels' native country, Muslim children are grossly over represented among children with special needs. One-third of the budget for Danish schools is consumed by special education, and anywhere from 51% to 70% of retarded children with physical handicaps in Copenhagen have an immigrant background. Learning ability is severely affected as well. Studies indicated that 64% of school children with Arabic parents are still illiterate after 10 years in the Danish school system. The immigrant drop-out rate in Danish high schools is twice that of the native-born. 

Mental illness is also a product. The closer the blood relative, the higher the risk of schizophrenic illness. The increased risk of insanity may explain why more than 40% of patients in Denmark 's biggest ward for clinically insane criminals have an immigrant background. 

The U.S. is not immune. According to Sennels, "One study based on 300,000 Americans shows that the majority of Muslims in the USA have a lower income, are less educated, and have worse jobs than the population as a whole." 

Sennels concludes: 

There is no doubt that the wide spread tradition of first cousin marriages among Muslims has harmed the gene pool among Muslims. Because Muslims' religious beliefs prohibit marrying non-Muslims and thus prevents them from adding fresh genetic material to their population, the genetic damage done to their gene pool since their prophet allowed first cousin marriages 1,400 years ago are most likely massive. This has produced overwhelming direct and indirect human and societal consequences. 

Bottom line: Islam is not simply a benign and morally equivalent alternative to the Judeo-Christian tradition. As Sennels points out, the first and biggest victims of Islam are Muslims. Simple Judeo-Christian compassion for Muslims and a common-sense desire to protect Western civilization from the ravages of Islam, dictate a vigorous opposition to the spread of this dark and dangerous religion. These stark realities must be taken into account when we establish public polices dealing with immigration from Muslim countries and the building of mosques in the U.S. 

Let's hope the civilized West and the North Americans wake up before a blind naïveté about the reality of Islam destroys what remains of our Judeo-Christian culture and our domestic tranquility.

I was once a Federal Employee and was told, the above applied to everything I wrote pertaining to my work or duties.

The Bush White House got caught pulling this shit in 2007, and I'll bet the Obama administration is doing it too.

I suspect, like DOJ, DOE, IRS, HHS, and State, every department, agency, and bureau of the Obama administration is engaged in partisan and unethical and/or illegal activities, including the Joint Chiefs of Staff and records of such activity will be nearly impossible to uncover because of tactics such as these secret email accounts.
